Broadband is one of the highest growth sectors in Mexico's telecommunications market. Nevertheless, the market suffers from a lack of competition, with Telmex still accounting for the lion's share of ADSL subscribers. Mexico's growth in fixed lines has been steadily declining over the last decade, from 13% in 2000 to zero growth in 2009. Thus fixed-line teledensity is stagnating at approximately 18.5%. Mexico - Key Statistics, Telecom Market and Regulatory Overview Synopsis
Mexico is the last OECD country yet to implement local loop unbundling. Basic telephony is still practically a monopoly held by Teléfonos de Mexico (Telmex). Telmex's sister company, América Móvil, also dominates the mobile phone sector through its Mexican unit Telcel, although spectrum auctions planned for mid-2010 may usher new entry into the mobile market. Calls for increased competition in the industry continue to mount. Signs of strengthening regulation were emerging in the form of determinations by the competition agency, the CFC, that Telmex was a dominant player in the fixed line sector and Telcel a dominant player in the mobile sector. These decisions pave the way for Cofetel to impose stricter regulations on the conglomerate. In addition, in early 2010 the Calderon government reiterated its intention to strengthen laws and regulatory institutions in Mexico in the interests of greater competition. Mexico - Mobile Market - Overview, Statistics and Forecasts Synopsis
Following a slowdown in the Mexican mobile market in 2009, the sector recovered slightly during 2010 as evidenced by a 9% increase in mobile subscribers compared with 7% in 2009. Subscriber growth is expected to remain in single figures during 2011, largely due to penetration rates exceeding 80%.
While Telcel still dominates market share, a decision by the competition regulator in early 2010 to restrict the operator's dominance held the promise of for more stringent regulation in favour of Telcel's competitors. Accordingly, in early 2011 the competition regulator fined Telcel the maximum levy of 10% of its assets for engaging in ‘monopolistic practices'.
In addition, following the 3G spectrum auctions held in July 2010, increased competition is expected during 2011 with operators such as Movistar better positioned to offer mobile data services. Furthermore, as a consequence of its bidding successes at the spectrum auctions, Nextel has revealed plans to deploy a 3G wireless network, thereby increasing the competitive pressure on market leader Telcel.
