Bosnia-Herzegovina - Telecoms, Mobile, Broadband and Forecasts Executive summary
A developing market fraught with opportunity
Bosnia-Herzegovina has made marked economic development since emerging from war, elevating the country to middle-income status as defined by the World Bank. It is also working towards joining the European Union, signing a Stabilization and Association Agreement which oversees closer integration with the EU and covers commitments to political, economic, trade, or human rights reform in a country in exchange for tariff-free access to some or all EU markets, financial or technical assistance. As part of the EU pre-accession process, Bosnia-Herzegovina is expected to receive financial aid to build public institutions and improve cross-border cooperation; €106.0 million during 2010, €108.1 million during 2011 and €110.2 million during 2012.
Impacted significantly by the global financial crisis, Bosnia-Herzegovina's sought assistance from the International Monetary Fund, which approved US$1.57 billion in funding in mid-2009. Despite this real GDP contracted by 3.5% in 2009 although real GDP is expected to grow by 0.5% for 2010, rising to 4.0% in 2011.
Bosnia-Herzegovina's telecoms industry has been shaped by its EU aspirations; market have been liberalised and a regulatory framework created based on the EU's regulatory framework for communications, promoting competition as the most efficient way to offer communications products and services. Ongoing introduction of secondary legislation by the regulator is slowly improving the regulatory environment.
Three fixed-line incumbents serve the market, operating along regional lines. Network investment is underway to support the growing demand for broadband services.
Internet usage is growing due to rising income levels and improved affordability, with broadband representing the majority of Internet subscriptions. Short term future broadband subscriber growth is expected to be mainly based on the still significant number of remaining narrowband Internet subscribers.
Bosnia- Herzegovina's mobile market is served by three mobile network operators, each affiliated as an incumbent fixed-line operator. Unlike their fixed-line counterparts, all three mobile network operators offer near-national coverage. Most subscribers utilise prepaid services, which has contributed to subscriber growth through more affordable services. Deployment of 3G networks is supporting mobile broadband services.

Wholesale market conditions have improved after the first reference unbundling offer for each of Bosnia-Herzegovina's three incumbents came into force in January 2010. The offer specifies the terms and conditions for local loop unbundling.
All three fixed-line incumbents are upgrading networks as part of efforts to support broadband services. Their efforts are paying off as DSL represents an increasing proportion of total broadband connections.
Market consolidation opportunities continue to attract foreign investors, such as private equity firms despite adverse economic conditions, with a major Eastern Europe-focused private equity player taking position in the cable TV market.
